To transport heavy bulk cargo containers, the freight car leasing company AAE—which is now part of VTG—needed four-axle container cars with a load capacity of 70 metric tons. The existing 60-foot Sgns 60 units were not ideally suited for this purpose, as loading them with spoil dumpsters would have required leaving the middle loading position unoccupied. Therefore, it was decided to shorten older Sgns 60 units and put them back into service as Sgmmns 173 with a useful length of only 40 feet.

The resulting four-axle cars are highly versatile and can each carry one 40-foot or one 30-foot container, or two 20-foot containers. This resulted in a car that was precisely tailored to the requirements of this specific transport volume. The new cars were initially used in construction site logistics for the Stuttgart 21 project. Trains transported the excavated material to locations such as Amsdorf in Saxony-Anhalt.
