For example, the wagons could not have been built before 1950. They had to have a modern welded construction and roller bearings and be suitable for speeds of up to 100 km/h. The wagons remained the property of the railway administration. The wagons remained the property of the railroad administration that had brought them in. The OPW wagons were to be used primarily for international traffic between the countries involved. Scheduled inspections of the wagons at the end of the specified periods were carried out by the owner railroad at its own expense.
