In 1912, the then k.k. priv. Südbahn-Gesellschaft ordered a tender locomotive for heavy passenger train service to replace the class 229 locomotives that had become too weak. The locomotive factory of the Staats-Eisenbahn-Gesellschaft then developed the superheated steam type class 629 as the world's first tender locomotive with the Pacific axle sequence 2'C1'. The first 629 was delivered to the Southern Railway Company in 1913, and 14 more in a total of 3 delivery series followed in the next two years. The exceptionally good experience with this series prompted the Imperial-Royal State Railways to purchase 25 nearly identical locomotives by the end of the monarchy in 1918.
Fifteen Südbahn machines and ten pieces of the Staatsbahn remained in Austria after the First World War. Fifteen had to be given to the newly formed CSD, which designated them 354.121 to 135.
