In the early 1960s, ČSD needed modern electric locomotives for the 3 kV direct current network in the north and east of what was then Czechoslovakia. Skoda then developed the factory type 43E, based on the E 499.1. The E 469.1 locomotive achieved a continuous output of 2,032 kW and a top speed of 90 km/h. A total of 85 locomotives of this type were delivered - a typical picture of freight traffic at that time.
