In the 1980s, the CSD and the DR decided to procure dual-system locomotives in order to simplify the constantly growing traffic and operating procedures in cross-border traffic on the Berlin-Dresden-Prague route.However, the locomotive builder in the GDR, LEW Hennigsdorf, was working at full capacity at the time, so the Czech locomotive factory Skoda, which already had various experiences with such machines, received the order. The CSD series ES 499.1 and 499.2 were the ideal basis. However, the German 15 kV/16⅔ Hz power system was uncharted territory. The double order included 15 BR 372 locomotives for the CSD and 20 BR 230 locomotives for the DR.
The universal locomotives were used for passenger and freight trains. With an hourly output of 3,260 kW, a top speed of 120 km/h was achieved. In Germany, the class is affectionately known as the "dumpling press", while its Czech counterpart is called the "bastard" in the neighboring country.
