To transport heavy bulk cargo containers, the freight car leasing company AAE—which is now part of VTG—required four-axle container transport cars with a load capacity of 70 metric tons. The existing 60-foot Sgns 60 units were only partially suitable for this purpose, as the center loading position would have had to remain free when loading with spoil skips. Consequently, it was decided to shorten the existing cars and put them back into service as Sgmmns 173 with a 40-foot usable length.

This wagon design allows for flexible operational use. The four-axle wagons can each carry one 40-foot or 30-foot container, or two 20-foot containers. These cars were initially used in construction site logistics around the Stuttgart 21 project. Trains transported the spoil to locations including Amsdorf in Saxony-Anhalt.
