With the existing 60-foot Sgns 60 units in the fleet, the middle loading position would have had to remain unoccupied when loading with spoil dumpsters. For this reason, it was decided to shorten older Sgns 60 cars and return them to service as Sgmmns 173 with a useful length of only 40 feet.

The four-axle cars can each carry one 40-foot or 30-foot container, or two 20-foot containers. This resulted in a car design capable of flexibly adapting to various transport tasks. The new cars were initially used for construction site logistics related to the Stuttgart 21 project. Trains transported the excavated material to locations such as Amsdorf in Saxony-Anhalt. It is precisely this real-world application that gives the model a particularly current and credible connection to modern railroad practice.
