The freight car leasing company AAE, which is now part of VTG, required four-axle container-carrying cars with a load capacity of 70 metric tons for transporting heavy bulk cargo containers. The existing 60-foot Sgns 60-type cars were not ideally suited for this purpose, as the center loading position would have had to remain free when loading with dump cars. For this reason, it was decided to shorten the existing cars and put them back into service as Sgmmns 173 with a 40-foot usable length.

This design allows for flexible use in operation. The cars can accommodate either a 40-foot or 30-foot container, or two 20-foot containers. They were initially used in construction site logistics for the Stuttgart 21 project. The trains transported the spoil to Amsdorf in Saxony-Anhalt, among other destinations. As such, this car type exemplifies modern transport chains and current infrastructure projects in rail transport.
