Together with some federal states, which provided subsidies, modern local transport concepts were created that were considered pioneering achievements at the time and later served as a model for regional regular-interval services.

Compared to the old rail buses, the comfortable 628.2 was a significant step forward. The railcars even offered a 1st class compartment and became correspondingly popular with passengers. After a few years, most of the vehicles were given an improved interior with a wheelchair ramp and the new traffic red Regio livery. The 628.2s served reliably for more than a quarter of a century, sometimes in multiple traction.
