The car design was heavily based on the pressurized passenger cars delivered to the Austrian Federal Railways starting in 1989, but was further refined both technically and visually.

The dining car was designed with a bistro area at one end and a restaurant area at the other. This layout makes the WRmz 815 a particularly distinctive vehicle within the train set. The cars were primarily used on EuroCity trains from Hamburg and Kiel to Prague, but were also used on domestic Czech routes and on trains to Slovakia. Destinations such as Aarhus, Binz, Szczecin, Ljubljana, Linz, Vienna, and Budapest were or are among the destinations served by these cars.
