Clearly regulated! In addition to the blue lights on NVA vehicles, a red rotating beacon was fitted to a lead vehicle - this vehicle was leading a convoy. Pedestrians were strictly forbidden to enter the roadway until the entire convoy had passed and a tail vehicle with a green rotating beacon indicated the end.
