Towards the end of the 1920s, it became apparent that the Deutsche Reichsbahn Gesellschaft (DRG) would have to procure new electric locomotives to speed up freight traffic. The most recently procured E77 and E75 series were unable to meet the desire to increase the maximum speed to at least 80 km/h, as the conventional drive technology with rods and an additional set of running wheels did not permit higher speeds. The positive experiences abroad and the two Bavarian EG 1s with Bo'Bo' bogie locomotives also convinced the DRG to deviate from the single-frame design. However, this project was severely thwarted by the onset of the world economic crisis in 1929, which interrupted the costly electrical expansion of lines and so there was no need for electric locomotives. However, the locomotive industry in Germany was afraid of losing touch with current developments due to this procurement pause. They therefore set about developing a low-cost design at their own expense. Under the leadership of Walter Reichel, Siemes-Schuckert-Werke (SSW) produced a prototype with the designation E44 70, which later became the E44 001. SSW was able to incorporate its experience in arc welding from the production of components for power generators into locomotive construction, which led to significant savings in materials and production costs. The positive test results of this prototype convinced the DRG to further develop the new locomotive type into a universal locomotive. The result was the first series-produced bogie electric locomotive in Germany, which can certainly be regarded as the prototype for the standard electric locomotives later developed by the Deutsche Bundesbahn (DB). Delivery of the locomotives, which were approved for 90 km/h, extended from 1933 into the post-war years due to the war, so that Henschel only handed over the last one to the DB on 29.11.1954 with the E44 187G. The predominant distribution to central and southern Germany meant that after the Second World War around 100 locomotives remained in western Germany and around 50 in eastern Germany. The most noticeable design changes at the DB were the extension of the roof shields for accident protection reasons and the equipment with Indusi.
